HOW TO BECOME KGOR ?

The undersigned, hereby respectfully petition the Supreme Council, Order of the Knights of Rizal to:

Confer the Rank of Knight Grand Officer of Rizal (KGOR) on Sir Lino Para. KCR, Area Commander for Belgium & Spain. Sir Lino Paras, has proven in his capacity, his unselfish services, sincerity, love of people and love of country. He arrived in Belgium in 1965, sponsored by a rich Baron, living in the Castle of Kortrijk, Belgium.
He was known as the GOD FATHER (ninong) to the Filipinos in Brussels, rendered services for Filipinos in difficulties, since the early year of 1968.

"If a white European accuses Paras, it might me interpreted as racist. Let us apply the "Filipino Muna" approach...
I have seen and confirmed the letter Paras wrote to the Belgian Ministry of Foreign Affairs, denouncing another Filipino, with his letterhead as President of the Filipino community. And the letter from the lady President of COFAB (Confederation of Filipino Associations in Belgium), castigating Paras about his telling on an undocumented Pinoy in Brussels. She told Paras that he's not even a Filipino community leader but chairman of the sports committee!"

He sponsored the tour of Baranggay Folk Dance Troupe in 1971, provides them the necessary accommodation and donated USD: 1,000.00 (One Thousand USDollars).
The Baranggay Dance Troupe was headed by Congressman Rogue Ablan of Ilocos.
He also sponsored the Philippine Dance Troupe in 1991, (fund-raising tour for Pinatubo) and donated USD:1,500.00.00 (One thousand five dollars).
The Philippine Folk Dance Troupe was headed by Dr. Paz Cielo A. Belmonte (Founder).
He spearheaded a fund-raising program for the Pinatubo victims and donated the amount of 37,000.00 Bfr (equivalent to USD:1,000.00).
The money was handed and transferred by Ambassador Roberto Romulo.
He organized several times promotional tourism tour mission and business mission to the Philppines.
He coordinated the collections of dry goods, second hand clothes, children toys, medical equipment and medicine, for the payatas victims, worth PhP.2,000,000.00 (two million pesos) and shouldered the transportation expenses of one container.

"Sir Francois Ooms has also nothing personal against Paras. But the P2M donation Paras claimed was his, was proceeds of the group undertaking, raised by Sir Francois' chapter!"

Questions:

01. Why was this "Petition" not signed by any member of the "Chapter Prefectural Tribunal"?
02. Why was this "Petition" not signed by the Chapter Commander and/or the Deputy Chapter Commander?
03. Why were the Chapter Commander and the Deputy Chapter Commander not informed about the "Petition" ?
04. Since when are "Petitions" for the fourth highest rank of the order signed by KR and KOR only ?
05. What entitlement did the three members of the "El Filibusterismo Council" have to sign a "Petition" in the name of the Council without asking the Council at all ?
06. Since when are "Petitions" signed by people who are not members of the order ?
07. How can a clergyman sign this "Petition" in the name of the "Filipino Community" ?
08. Was the "Filipino Community" ever asked or does the "community" know at all about it ?
09. Why are "benefits" listed here, which with one exception all already were taken into account for the elevations to KOR and KCR ?
10. What is the basis for the valuation for the Payatas help of PhP.2,000,000.00 (two million pesos) ?
11. How many benefits of other associations and chapter are here imputed one person only ?
12. Coordination plus payment of one container = KGOR ?

Contrary to his entry that "he arrived in Belgium in 1965, sponsored by a rich Baron, living in the Castle of Kortrijk, Belgium," he was, as a matter of fact, brought over together with his wife as part of the "diplomatic baggage" to work as domestic! Just look at his educational background and language proficiency? On top of that, how could he ever pretend that his sons are accountant and journalist when they never finished high school like him, most probably? Following my telephone inquiry to the Wall Street Journal office in Brussels, I found out that his younger son was only a part time worker in the arts department!
